Lots are merged when the owner wishes to achieve additional entitlements or permissions from the governing authority. For instance, if a house were planned for construction on a double lot and the building line crossed the internal lot line, the Planning department would probably require that the internal dividing line be removed so there would be no encroachment of improvements from one lot to the other. Similarly, if a house is proposed for remodeling and the septic leach field is partially located on a separate legal parcel, the Planning Department would typically require a merger.
